Underserved Strategy
Social Mobilization Network - an overview
- On 27 March 2014, after three years without any polio case, India was officially certified polio free. India’s incredible achievement was the result of strong leadership and commitment of the Government of India and core polio partners: UNICEF, WHO, Rotary International and US Center for Disease Control and Prevention (CDC), CORE and donors such as Bill and Melinda Gates Foundation, USAID and Japan. Ultimately, it was the determination by all to reach every single child and community ownership that has kept India polio free. The United Nations Children’s Fund (UNICEF) polio program focuses on reaching the most vulnerable, migrant, mobile, underserved and marginalized children in high risk and hard to reach communities. UNICEF’s Social Mobilization Network (SMNet) with over 7,300 community mobilizers and around 55,000 influencers have worked tirelessly to make India polio free. Every national polio round, the SMNet reaches 2.2 million children in some 3 million households. In 2014, transit vaccination teams vaccinated 100,000 children on trains and over 2.5 million children at festivals. In the post certification era, UNICEF continues to work closely with the Government and other partners to maintain zero polio and boost immunity through routine immunization, polio vaccination and other convergent health initiatives.

India Polio Program Transition and Legacy in Action
- The India Polio Program is an amazing public health achievement that many did not think possible in 2009 with India contributing over half of the global polio cases. With polio free certification in 2014, India is now poised to take on the crucial challenge of applying the legacy of the polio program to other convergent health strategies, and to other locations in India. The state governments are preparing to transition polio assets such as the Social Mobilization Network (SMNet) to a government owned, funded and managed setup. The program is transitioning in scope programmatically, geographically, financially and in its human resources management. We are witnessing legacy in action on the ground, applying these assets in routine immunization (RI) and other convergent activities, and documenting the lessons for India and global learning.

Underserved Strategy in Uttar Pradesh - A Primer for District Functionaries
- This document provides an overview of the underprivileged social communities and groups in Uttar Pradesh – who are underserved communities, their literacy levels, objective of the underserved strategy and partnerships with Muslim institutions and different sects. It also gives a comparative overview of the two Muslim sects – Deobandi and Bareilvi. The document is a primer for district level functionaries of the SMNet, which helps them in planning and implementing specific interventions and activities to reach out to children of these communities with the polio vaccine.

Banner on Eid
- A banner on polio developed in Bihar and put up during Eid-Milad-un-Nabi (birthday of Prophet Mohammad celebrated by Muslims all over). The message reads, "Is your child protected against polio?" The dates of the next polio round are given (here 19-23 February). The same message is given in both Hindi and Urdu. The polio campaign logo has the message, "Protection from polio. Two drops for my child every time".

The Green Booklet - English Summary
- This is the 'gist' of the green booklet, or a brief English summary of what it says in Urdu. The booklet uses verses from the Koran to promote polio vaccination and other key convergence messages, such as breastfeeding. It was developed with the respected Muslim university Jamia Millia University in Delhi. It is used by community mobilizers to convince families who are refusing the oral polio vaccine for their children on religious grounds.

Written Religious Appeals
- These are a series of written religious appeals. The first is from medical experts at the esteemed Aligarh Muslim University. It explains how the oral polio vaccine is made and declares that it is safe. It says the vaccine is prepared in Indonesia, a Muslim country, that it has no components banned in Islam, and Muslims need not be afraid. The appeal is signed by the heads of paediatrics, community medicine and medical colleges at the university. Other written appeals are from religious leaders in Uttar Pradesh, appealing to Muslims to take part in the pulse polio programme and have their children vaccinated. They declare good health is a gift from God, and it's our responsibility to vaccinate our children. The final written appeal also calls on the community to take part in routine immunization.

Folder for Pilgrims going to Mecca
- A folder given to pilgrims going to Mecca for Haj. Before embarking on the religious journey, all pilgrims need to be vaccinated against polio. The folder has a flap to keep important papers along with information on the Haj journey and also has information on the importance of polio vaccination and routine immunization. This is used by the Social Mobilization Network in Uttar Pradesh.

Religious Appeal - Uttar Pradesh
- An appeal from Darul Uloom Deoband, a renowned Islamic School, highly respected across India, as well as in other parts of the Indian subcontinent. Many Islamic Schools in India, Bangladesh, Pakistan, Afghanistan, the United Kingdom, the United States, South Africa and other parts of the world are affiliated or theologically linked to Darul Uloom Deoband. The appeal talks about the safety of the oral polio vaccine, urging parents to give their children polio drops every time it is offered and protect them from polio. It is used by the Social Mobilization Network in Uttar Pradesh and shared with Muslim families, to convince them for polio vaccination.
